How to solve the drug crisis in Seattle

Seattle needs to start arresting homeless. However, when they are brought in, they are met by women social workers who kindly give them anti-opioid medication of which there are many. These drugs block opium and while the person is in jail they can get clean. Seattle should do that which will work, instead of needle swap facilities that don't work and promote their deaths
